Was the seat in the pending Town Council by election in Devizes East a Guardians seat?

The vacancy was caused by the resignation of a Conservative councillor.
The East Ward has one Guardians councillor, Jane Burton, who is both a Devizes Town and Wiltshire Unitary councillor. The Guardians intend to put up a candidate for the by-election with the objective of having two East Ward councillors and increasing our total on the Town Council to five.
